Quicktime in Windows: best way to go?

is Quicktime in Windows the best way to go
for crossplatform apps? Windows only apps?

says that you can make QT apps in Mac,
then run them in Windows. there was some
discussion about this and i did get recent
replies, but am still not sure about how
best to run RunRev MIDI apps on Windows.
